In an open letter dated 16 March 2026, the Colleges of Education Teachers Association of Ghana (CETAG) called on Education Minister Haruna Iddrisu to annul the appointment of Dr Fred Alpha Adams, a Senior Assistant Librarian, as Acting Vice Principal of Dambai College of Education.
CETAG’s legal objections
The union says the appointment violates the Harmonised Statutes governing colleges of education and the Ghana Tertiary Education Commission’s post‑migration guidelines. Under Statute 12(2) and the Harmonised Scheme of Service, the Vice Principal role must be filled by a qualified academic staff member within the recognised academic progression structure.
“The appointment of a Senior Assistant Librarian as Acting Vice Principal is inconsistent with Statute 12(2) of the Harmonised Statutes, the Harmonised Scheme of Service, the GTEC Post‑Migration Guidelines and established practice across Ghana’s public universities,” CETAG wrote.
CETAG notes the vacancy arose after the previous Vice Principal’s term ended in December 2025. The statutes require the Principal to nominate two academic Senior Staff A members, with one elected by convocation and appointed by the governing council. GTEC guidelines further recommend the position be held by a professor, or at minimum a senior lecturer when a professor is unavailable.
The association warns that placing a non‑teaching staff member in the role could weaken academic leadership and undermine the governance framework introduced when colleges were migrated onto the university salary structure.
CETAG has appealed to the minister to intervene and ensure the appointment complies with the relevant statutes and regulatory provisions. No response from the Ministry of Education has been reported as of the time of publication.
