Finance Minister Dr Cassiel Ato Forson met leaders of Ghana's tertiary teachers' unions to discuss the Book and Research Allowance and a payroll audit.

On Tuesday, June 10, Finance Minister Dr Cassiel Ato Forson convened the leadership of the University Teachers Association of Ghana (UTAG), the Technical University Teachers Association of Ghana (TUTAG) and the Colleges of Education Teachers Association of Ghana (CETAG) to address concerns about the disbursement of the Book and Research Allowance.

Assurances on the allowance

Dr Forson told the union representatives that the allowance is fully accounted for in the 2025 national budget and that steps have been taken to release the funds. He also praised the unions' proposal to set up a dedicated Labour Relations Desk within the Ministry of Finance, saying it would improve coordination and dialogue with labour stakeholders.

Payroll reform update

The minister briefed the unions on ongoing payroll reforms, noting that the Auditor‑General is conducting an audit of public‑sector payrolls. Preliminary findings, he said, reveal a significant number of ghost entries on the payroll, a situation that, if corrected, could generate substantial savings for the state.

Dr Forson urged the union leaders to support the audit and related clean‑up efforts, emphasizing that eliminating ghost names is essential for fiscal prudence and for restoring integrity and fairness in public‑sector compensation.

The meeting concluded with both parties agreeing to maintain communication as the Ministry proceeds with the allowance release and the payroll audit.
