Security consultant blames flawed recruitment and incomplete vetting for problems at Ghana's Bureau of National Intelligence.

Security consultant Richard Kumadoe told TV3 yesterday that flawed recruitment and incomplete background checks are contributing to problems within Ghana's Bureau of National Intelligence (BNI).

Call for review of recruitment records

Kumadoe urged BNI leadership to examine the backgrounds of officers recruited during specific periods, particularly those hired under recent recruitment processes. He alleged that some individuals were brought into the agency without proper vetting.

“Certain categories of persons were dumped into the BNI, whose backgrounds were not checked, and whose vetings were not completed,” he said.

He added that many of the officers linked to the concerns appear to have been recruited in the same timeframe, making a systematic review necessary. Kumadoe argued that politicisation of security institutions—appointing individuals without intelligence experience and allowing political interests to influence recruitment—undermines the agency's operations.

“When you have a selection procedure that was flawed because you politicised the place, brought in people to come and head the place when they have no business being there… you flood the place with politicians and political artists, then you circumvent the standard procedure and you are going to have some of these problems,” he explained.

While criticizing the recruitment process, Kumadoe defended the current BNI leadership, stating that ongoing efforts to address longstanding issues could bring such problems to light and should be evaluated in the context of steps being taken to improve operations and uphold professional standards.

The consultant, drawing on his own intelligence experience, said serving under experienced officers had helped him develop the skills and integrity needed for national security. No official comment from BNI has been reported as of now.
